“A program error has occurred. Quit Outlook and Microsoft Windows and then start again.” What does this error mean? And will rebooting be enough to solve it? Program errors are errors that involve the program itself. The program may need additional resources in order to run, it may be missing a vital file, your Outlook profile may be damaged, or the installation may be damaged. Rebooting can temporarily solve program errors due to lack of system resources such as RAM, but it won’t solve more serious program errors such as damaged Outlook files, profiles, or installations.
Fix Outlook Profile
Damaged Outlook profiles can cause program errors, particular errors where your login information is not saved. This Outlook program error fix is a simple matter of creating a new profile and instructing it to use the .pst file that the old, damaged profile used to use. In Outlook 2007, you would first need to locate and note the path to the PST file by going to Tools > Account Settings > Email > Account Settings and looking for the path listed under “Selected e-mail account delivers new e-mail to the following location.”

Next, you would go to Tools > Account Settings > Email > New. Add a new e-mail account by following the prompts. Once set up, go back into the Tools > Account Settings > Email tab and find the “Selected e-mail account delivers new e-mail to the following location” area. Click on Change Folder and click “New Outlook Data File.” From there, select “Office Outlook Personal Folders File, confirm by clicking OK, and then browse for the original PST file used by the corrupt profile. Click OK.
Fix Outlook Files and Program Errors
If the profile fix doesn’t solve your Outlook program errors, the errors are likely originating in Outlook itself. This next fix restores damaged and mission Outlook program files. Depending on your version of Outlook and Microsoft Windows, you can do this through Add and Remove Programs (Windows XP) or Programs and Features (Windows Vista). Though the words are slightly different, the steps are basically the same.
Using Windows Vista as an example, go to the Control Panel and click on Programs and Features. Locate Microsoft Office in the list of installed programs and click the Change button. Choose the Repair option. This will scan your installation of the entire Office suite, including Outlook, for damaged or missing files. If damaged or missing files are encountered, they will be replaced with clean copies from the installation disc. This is like a partial reinstallation of the program and is an easy, painless way to fix Outlook program errors.
If you have Outlook 2007, another option is to run Office Diagnostics. This built-in tool runs a series of tests and repairs many common Outlook program errors. To use this tool, simply go to Help > Office Diagnostics > Continue > Start Diagnostics and then follow the prompts to fix any found Outlook errors.
